United Nations, AI and the future that is coming, by Edgar Alán Arroyo Cisneros

It took some time – for some sectors, much longer than necessary – but finally, the United Nations Security Council (UNSC) held a formal session on July 18th regarding the risks, threats, scientific, and social benefits of artificial intelligence (AI). The UN headquarters in New York was the stage where a considerable number of diplomats, entrepreneurs, and experts in the field expressed their views on AI, its potential regulation, and the ethical principles that would in some way have to govern its development, functionalities, and specific frameworks.

An important step has already been taken by António Guterres, the Secretary-General of the UN, who proposed creating a new United Nations body in the same logic and dynamics as entities like the International Atomic Energy Agency and the Intergovernmental Panel on Climate Change, which could potentially take charge of AI governance by 2026. Guterres himself posted the following on the social network still known as Twitter and currently in the process of transitioning to X: ‘Today, I urged the Security Council to address Artificial Intelligence with a sense of urgency, a global perspective, and a learning mindset. We must work together to adopt common measures of transparency, accountability, and oversight of AI systems.’

The UN’s reaction comes a few weeks after the European Parliament approved a set of more or less comprehensive regulations on AI. Despite the potential lateness of this response, it undoubtedly marks a milestone in a landscape that was beginning to darken when it came to AI, especially since issues such as social responsibility, ethics in its various developments, and scruples of all kinds were not taking root, now that the future has begun to catch up with us, and where we are not certain about the type of impact AI can have, not only on international peace and security but also on a range of our fundamental rights and public freedoms, which have been eroding for quite some time.

It is clear that there are still many unanswered questions when it comes to a possible agenda for regulating, controlling, and optimizing AI for the benefit of society, and not the other way around, as many experts have predicted in their forecasts about the technological, scientific, and public future, where innovation has reached unprecedented heights.

Essentially, we need to bring to the debate table a much-needed convention that leads to an international treaty on AI, in which rights are recognized but also obligations, duties, and specific sanctions are defined, provided with a robust institutional framework. Soft law or soft rights cannot be an alternative in this regard.

A particular case shows that no matter how many multilateral meetings, legal norms, and treaties there are, without political will, we cannot make any progress: that of climate change and global warming, where we find multiple reluctances from the United States and other powers to comply with international law. For our own good, it is to be hoped that with AI, everything will be guided by order rather than pretexts.

Here he tells us about the important step that the UN has taken to adopt necessary measures so that it does not get out of control and even cancel some types of intelligence and that they point out the restrictions that these must have in this type of artificial intelligence so that there is order and that we do not go into any problem

  4. The discussion and participation of governments in the development and regulation of artificial intelligence (AI) is crucial for several reasons:
Governments have a responsibility to establish ethical and legal frameworks that guide the development and use of AI to ensure that it is beneficial and does not cause harm to society. They must ensure that fundamental rights and privacy are protected, avoiding discriminatory practices and ensuring that AI is used ethically. and more be attentive to the possible risks associated with the misuse of technology, such as AI-based cyberattacks or the use of autonomous systems in conflicts.
and think about the impact on employment and the economy because we must be prepared to address changes in the labor market and develop policies that mitigate negative impacts.

It is clear that we must all get involved in this and above all demand that the leaders, researchers and diplomats on the subject of these regulations accelerate their pace before it is too late.

  8. The discussion on regulating artificial intelligence (AI) finally reaches the UN Security Council, signaling the urgent need to address its risks and benefits. The Secretary General’s proposal to establish a body similar to existing agencies to supervise AI is highlighted. This response comes after regulations approved by the European Parliament, marking a milestone in a field that was in ethical and social shadows. Questions remain about how to regulate it for the benefit of society, but the importance of an international treaty that defines rights, obligations and sanctions with a solid institutional framework is highlighted. In addition, the need for political will to enforce these regulations is reflected on, taking the fight against climate change as an example.

This article talks about the response of the UNSC to deal with the regulation of AI where the risks, threats and scientific and social benefits of artificial intelligence were raised, leading to a proposal from the UN to create a new organization of the United Nations to regulate AIs, this is a bit late due to the great threat that they present, from my point of view I consider that it is already a positive step that the UNSC begins to address this issue due to the great danger that AIs can come to carry

  14. The UNSC tries through treaties, meetings and regulations in order to reduce the impact that AI can have on society since AI is increasingly empowered, but despite all of these we cannot advance on global issues due to lack of ethics and social responsibility, which is why attempts are made to minimize the risks, threats and scientific and social benefits of artificial intelligence (AI).
Its intention is to regulate and optimize AI for the benefit of society, in addition to ethical principles in which rights are recognized, but also specific obligations, duties and sanctions are defined so that in some way they would have to govern its development, functionalities and the protection of our fundamental rights and public freedoms.

  17. I understand that the step taken by the United Nations Security Council in holding a formal session on AI is a very big step forward.
This is an issue that has long worried several sectors, and it is important to address the risks and threats that such technology could pose.
And the creation of a new UN body in charge of governing AI in some way is a magnificent suggestion. It is undeniable that there are still many uncertainties and questions without answers regarding the future of AI. However, it is a primary issue that there is a clear method to regulate, control and optimize this technology for the benefit of society. In addition, it is important to define specific obligations, duties and sanctions through an international treaty on AI, backed by a solid institutional framework.

Talking about climate change and global warming shows us that the issue is more difficult without political support and it is difficult to find significant changes. Let’s hope that this time, in the context of AI, progress is guided by cooperation and respect for a world order.
Finally, touching the same topic of the Council on AI marks an important step forward on the road to an ethical regulation of this technology. But it is necessary to continue working to establish a solid international treaty that ensures clear principles and avoids any negative impact on public rights and freedoms.

It is essential that the government intervenes in this, not only the people related to the topic or the developers of artificial intelligence, this topic should be taken into account as something fundamental and at the level of any problem that may have an end or a purpose that affects the humanity and that nothing can be done about it to create a catastrophe

It seems very good to me that institutions as important as the UN take the initiative to regulate something as important as artificial intelligence since it is not something that is going unnoticed and if many countries do not opt for internal regulations, an international treaty is a good start.
